SC's TRO lessens Pag-ulikid scholarship allocations

DUMARAO, Capiz — From P5, 000 scholarship allocation
during the previous semesters, the Pag-ulikid scholarship grant for the
students for Capiz State University, Dumarao campus for the first semester of
the school year 2013-2014 was reduced to P1,300. It was disclosed by Prof.
Rizal C. Areño, CapSU-Dumarao secretary, among the students during the flag
ceremony on October 7.
Areño said
that the reduction of the allocation was because of the Temporary Restraining
Order (TRO) issued by the Supreme Court prior the controversial Priority
Development Assistance Fund (PDAF) scam involving Janet Lim-Napoles. He also
added that the Department of Budget and Management (DBM) currently cannot release
funds because of the directive.
On the letter came from the Office of the Governor, it
explained that the students have agreed that a limited P1, 300 allocations
(stated at the paragraph 6) will just be allotted to the scholarship grantees.
Consequently, student grantees reacted to this statement because, they said, there
was an assurance before they have signed the endorsement paper (wherein the
terms and conditions were written at the back page) coming from the Pag-ulikid
scholarship official that the P1, 300 allocations was just for the other
municipality which Mary Andaya, Liberal Party (LP) runner for the position of
Congressman, did not topped the election polls. The said official also said that P5,
000 allocation will be retained to the scholars coming from Dumarao because
Andaya topped the election tally in the municipality during this year’s provincial elections.
“Syempre, as a self-supporting student, it is a
burden to my part nga gulpihon lang nanda nga i-announce nga i-reduce na ang
aton scholarship from P5, 000 down to P1, 300. And worst, 3 days before final
exam pa sg gin-announce nila. Sin-o man sa mga students makapangita sining P3,700
plus? Pero kung gintagaan lang nanda daad kita sg 2 weeks allowance before
exam, basi palang maka-prepare kita inug-bayad ta. Intindihan ta man sanda, ah,
kay wala da man gin-expect and issue ka PDAF,” the statement of Lito Raymundo,
student of Bachelor of Secondary Education, about the said announcement.
Meanwhile, almost 90% of the university student population
will be affected. Contractual teachers were also in the verdict of dismissal
because of this TRO. They should have to wait for the withdrawal of TRO to return the previous system as the P5, 000 scholarship grant and continue their job.
